Mental Health Services Act (Proposition 63)

Guidelines for MHSA Capital Facilities
Through Fiscal Year 2008-2009

 

Capital Facilities funds may be used to acquire, develop or renovate buildings that are being used to deliver county-provided or contra cted mental health services to mental health clients and their families or for administrative offices. These mental health services must have been identified in the Community Services and Supports and/or Prevention and Early Intervention and/or Innovation components of the county’s Three-Year Program Plan

FUNDING CRITERIA:

  • Acquire and build upon land
  • Acquire, Construct, or Renovate buildings
  • Establish a capitalized repair/replacement reserve for buildings acquired with Capital Facilities funds, which will be controlled, managed, and disbursed by the county
  • Must be used for those portions of land and buildings where MHSA programs, services, and administrative supports are provided
  • All buildings must comply with federal, state, and local laws and regulations including building code, licensing, fire safety, environmental, hazardous materials, zoning and American Disabilities Act (ADA) requirements
  • County should ensure that the property is updated to comply with applicable requirements, maintained, and that appropriate insurance coverage is acquired
  • If the county is not the owner of record of the property purchased/built/renovated with capital facilities funds, the county and the property owner will be required to meet additional requirements and to provide additional documentation and certification to ensure that the facility will be dedicated for community mental health purposes and is consistent with good business practices

PROJECT CATEGORIES:

  • Small renovation project ($ limit still unknown – include project name; purpose; renovation activities and how the renovation will result in an expansion or the capacity/access of existing services or the provision of new services and how it will support the goals of MHSA; type(s) of building; current and proposed use; ownership; location, proximity to transportation, description of surrounding areas; services to be provided, projected number of individuals & age groups; and budget, including costs allocated to other revenue sources if only part of the building will be used for mental health programs and services
  • Acquisition, Construction, and/or large renovation projects ($ limit still unknown) - – include project name; purpose; renovation activities and how the renovation will result in an expansion or the capacity/access of existing services or the provision of new services and how it will support the goals of MHSA; type(s) of building; current and proposed use; ownership; location, proximity to transportation, description of surrounding areas; services to be provided, projected number of individuals & age groups; and budget, including costs allocated to other revenue sources if only part of the building will be used for mental health programs and services
