Mental Health Services Act (Proposition 63)

Community Services & Support

 

Community Services and Supports (CSS) will help create and expand programs that would increase the level of participation and involvement of clients and families in the mental health system and deliver services that would dispel the stigma surrounding mental illness. There are three types of CSS funding:

  1. Full Service Partnership
    Full Service Partnerships will deliver “whatever it takes” services to children, adults, and seniors who have been unserved or underserved by the current mental health system. “Whatever it takes” means getting the client involved in developing an individualized plan that addresses all aspects of the client’s life and not just one’s mental illness. These services should be integrated in such a way that clients do not have to go through a lot of hoops to access programs and attain life building skills.
  2. General System Development
    General System Development funds will be used to improve programs, services, and supports for clients and their families; change service delivery systems and build transformational programs and systems.
  3. Outreach and Engagement
    Outreach and Engagement funds activities needed to reach unserved populations, including those individuals who had brief or crisis-oriented contacts with the mental health system in the past.
