Mental Health Services Act (Proposition 63)

.

Prevention & Early Intervention

.

The Prevention and Early Intervention Component of the Mental Health Services Act (MHSA) involves reducing risk factors or stressors and creating supports to prevent the initial onset of mental illness and promotes a positive well-being for at risk individuals so that they could function well when faced with challenging and stressful events. The Mental Health Services Oversight and Accountability Commission (MHSOAC) is leading the State’s effort to develop the PEI County requirements and is responsible for approving all MHSA PEI expenditures. The policies give special emphasis to the needs of children and youth, as well as the disparities in access to and provision of mental health services to multi-cultural and multi-lingual communities.

.

Prevention includes programs and services that provide universal (targeting the general public or whole population groups) or selective (individuals or a subgroup whose risk of developing mental illness is higher than average) services prior to a diagnosis for a mental illness. Prevention involves reducing risk factors or stressors, building protective factors and skills, and increasing support

Early Intervention addresses mental health condition in its early stages of manifestation, is relatively of low intensity and short duration so as to avoid the need for extensive mental health services or to prevent mental illness from getting worse.
