Health Education & Risk Reduction Services to Latina Transfemales


Introduction/Overview:

 The City and County of San Francisco Department of Public Health (SFDPH), Community Programs - HIV Prevention Services (HPS), is issuing a Request for Proposals (RFP) to provide Health Education & Risk Reduction Services (HERR) to the  Latina Transfemale population. 

Goal:

 To reduce new HIV infections among the Latina Transfemale (male-to-female transgendered persons) population in San Francisco.

Services Solicited:

Health Education and risk reduction (HERR) program services to support Latina transfemale population in San Francisco.  HERR services provide the information, support, and resources necessary for individuals and/or communities to prevent new HIV infections. These programs impact HIV risk by working with individuals one-on-one, with groups, and/or with communities. HERR programs may include components designed to change the environment as well (i.e. structural interventions).

Funding:

  • Depending on the availability of funds of $149,333 in combined Federal Centers for Disease Control & Prevention and other funding sources is available for an initial period of a fifteen month (15) contract (October 1, 2009 through December 31, 2010).
  • Funds for this solicitation may be renewable annually, depending on the availability of funds, successful performance of contract obligations, and compliance with HIV Prevention Services mandates.  Annual funding may increase or decrease depending on availability of funding.
  • HIV Prevention Services (HPS) intends to fund one proposal to provide HERR services.

Evaluation:

Proposals will be reviewed, evaluated, and ranked by a Technical Review Panel using the criteria specified in the RFP.  At any time during the Evaluation Process, the City may require a Proposer to provide oral or written clarification of the proposal submitted.  No Proposer shall have any legal or equitable right or obligation to enter into a contract or to perform the work as a result of such Proposer being selected.
