The Meeting was called to order at 6:50 PM by Mr. Keys.
1.0 REVIEW OF EXECUTIVE COMMITTEE MINUTES

1.1 Public comment

1.2 PROPOSED RESOLUTION: Be it resolved that the minutes of the Executive Committee meeting of November 19, 2009 be approved as submitted.
Ms. Jones made the motion and Ms. Arguelles seconded the motion. Approved Unanimously.
2.0 NEXT MENTAL HEALTH BOARD MEETING AND ACTION ITEMS
For discussion and action
2.1 Issues regarding the content of the agenda: It was decided that with the combination of the MHSA Technology Proposal and the annual elections of MHB officers, plus a San Francisco Mental Health Education Funds, Inc. meeting following the board meeting was sufficient without adding a presentation this time.
The committee requested that Bob Cabaj be asked to provide an overview of Community Behavioral Health Services in addition to his Director’s report.

3.4 PROPOSED RESOLUTION: That the Executive Committee adopt the agenda for the Mental Health Board meeting on Wednesday, January 13, 2010 as discussed. Ms. Jones made the motion and Ms. Arguelles seconded the motion. Approved unanimously.
3.0 BUSINESS

3.1 Chair's report
No report.
3.2 Committee Reports: James Keys reported on the progress of the MHB/NAMI Pubic Hearing on the Impact of Budget Cuts. It will be on 2/25/10 at City Hall in the Board of Supervisors Chambers from 6 pm – 9 pm. The MHB will make an opening statement and then doctors will be invited to speak to talk about the impact of cuts. A representative from the police department will talk about what happens when SFGH is on red alert. Then someone from the Sheriff’s department will talk about conditions in jails. Jennifer Johnson will talk about the effectiveness of Behavioral Health Court. Following that will be a report on homeless shelters and how they are dealing with mental illness and then finish with success stories of how the system should work.
Dr. Jones said that one of the difficulties the city has is that the state gets a limited amount of MediCal dollars. The San Francisco Mental Health Plan then has the authority to access those dollars. Dr. Katz contracts with hospitals for beds. That is the only way they can access these dollars. The Wellness and Recovery movement is opposed to increased beds, while others say that both increased beds and an increase in peer counselors is needed.
It was suggested that the MHB put together a fact sheet for the hearing from information received from the request for information. It would be good to be able to compare the number of Acute, Subacute, Residential, and Rehabilitation beds from a year ago to now.
