Request For Qualifications (RFQ) 5-2017
Adult/Older Adult Community Drop-In and Resource Support Services


RFQ 5-2017 Behavioral Health Services (BHS), under the San Francisco Department of Public Health (DPH), is issuing this Request for Qualifications (RFQ) to identify applicants that will meet the service goals outlined below. The department encourages both competition and collaboration among different agencies to meet the needs of the adult and older adult residents of San Francisco through the Community Drop-In and Resource Support Service programs.The Community Drop-In and Resource Support Service programs will serve adult/older adult residents of San Francisco who struggle with behavioral and mental health and/or substance abuse issues and have difficulty accessing traditional modes of service. This population includes disenfranchised subpopulations, such as those that are homeless or at-risk of becoming homeless; immigrants; veterans; people with disabilities; the elderly; lesbian, gay, bi-sexual, transgender, queer, questioning, intersex, or 2-spirit (LGBTQQI2-S) individuals; and others. Community Drop-In and Resource Support Service programs are designed to be accessible and welcoming to all participants.
This RFQ outlines the Community Drop-In and Resource Support Service programs and invites single agencies and multi-agency collaborations to submit their applications to provide services to DPH/BHS clients. Four (4) current behavioral health drop-in programs funded by a variety of MHSA and General Fund dollars are included in this RFQ. The current-funded programs include:

  1. Senior Drop-In Center
  2. Community Building Program
  3. South of Market Self-Help Center
  4. Tenderloin Self-Help Center
