1) CALL TO ORDER

The regular meeting of the Health Commission was called to order by President Roma Guy, MSW, at 3:05 p.m.

On behalf of the Commission, President Guy presented a Special Certificate of Appreciation to Rita Berger (aka) Rita Rockett. Rita is one of the longest serving volunteers on the AIDS Ward at San Francisco General Hospital. She has served brunches every other Sunday to patients and staff without interruption since 1984, even through the birth of her two children. Out of her own pocket, she made dinners once a month for AIDS and cancer patients on WARD 5A. Rita is returning to her home in Ohio at the end of June.

Gene O’Connell, Executive Administrator of San Francisco General Hospital, presented a Mayor’s Proclamation, a Community Health Network Certificate, and a framed photograph of San Francisco General Hospital to Rita.

President Guy made a special presentation to Mark Dolan. The City Employment Relations Division had identified three City employees with 50 years of service. One of the three is the Department’s own Mark Dolan, a Laguna Honda Hospital institutional utility worker. Mark is responsible for hanging and repairing window shades for the hospital, as well as installing locks and keeping the key system straight, including a complete catalogue of 1,100 basic keys. On June 5th Mayor Brown presented a service award to Mr. Dolan at City Hall and proclaimed June 5th as "Mark Dolan Day" in San Francisco. Mr. Dolan also received recognition awards from the Board of Supervisors and the Civil Service Commission. Mr. Dolan’s work ethic and dedication to the mission of the Department of Public Health exemplifies the "esprit de corps" of the Laguna Honda staff in serving its residents.

2) APPROVAL OF MINUTES OF THE SPECIAL MEETING OF MAY 30, 2000 AND THE REGULAR MEETING OF JUNE 6, 2000

Action Taken: The Commission adopted the minutes of the special meeting of May 30, 2000.

Action Taken: The Commission adopted the minutes of June 6, 2000, with the correction of Commissioner Chow not being present.

3) APPROVAL OF THE CONSENT CALENDAR OF THE BUDGET COMMITTEE

(3.1) CHN–SFGH/LHH Facilities – Request for approval of fourteen (14) contract renewals with the following firms in the combined amount of $2,400,000, to provide intermittent, as-needed facility maintenance services above baseline civil service staffing, for the period of July 1, 2000 through June 30, 2002. (DPH contracted with the vendors for services totaling $3,000,000 during FY 1998-99).

Commissioner Parker inquired about the areas of improvement.

(3.2) SFGH-Health Information Systems – Request for approval of a sole source contract renewal with Deliverex, Inc., in the amount of $275,000, for the purpose of storing, retrieving and delivering medical records for San Francisco General Hospital’s Health Information Services, for the period of July 1, 2000 through June 30, 2001. (DPH contracted with Deliverex for services totaling $375,000 during FY 1998-99).

(3.3) PHP-BEHM – Request for approval of new contract with Romic Environmental Technologies, in the amount of $100,000 per year, to provide hazardous waste management and transportation services, for a total contract value of $200,000, for the period of July 1, 2000 through June 30, 2002.

(3.4) PHP-HIV Health Services – Request for approval of a retroactive contract renewal with New Leaf, in the amount of $309,138, to provide outpatient mental health and substance abuse services to people with HIV, for the period of March 1, 2000 through February 28, 2001. (DPH contracted with New Leaf for services totaling $1,168,618 during FY 1998-99).

Commissioners Sanchez and Monfredini commended the contractor for its improvements over the past three years.

(3.5) PHP-Immunizations – Request for approval of a retroactive modification to the multiyear contract with Mission Neighborhood Health Center (MNHC), to reduce the annual amount to $43,471 for the second and third years, and add a fourth year in the amount of $43, 471, for the provision of clinic immunization and education services to at-risk children 0–4 years of age. The contract total with this modification equals $182,345, for the four-year period of July 1, 1998 through June 30, 2002. (DPH contracted with MNHC for services totaling $785,357 during FY 1998-99).

Commissioner Monfredini requested clarification on the total number of immunizations given.

Action Taken: The Commission approved the Consent Calendar of the Budget Committee.

4) DIRECTOR’S REPORT

POPULATION HEALTH AND PREVENTION

BVHP-HEAP Good Neighbor Project

BVHP-HEAP has commenced the ‘Bayview Hunters Point Good Neighbor Project’ to address the concentration of liquor stores on Third Street and the problems that occur near them. The goal of the project is to form partnerships with merchants to eliminate illegal loitering and street sales of illicit drugs in or near their stores and to add healthy foods to the merchandise they sell. On June 10, 2000, 15 people attended the Community Training on Code Enforcement and Nuisance Abatement developed for this program. The training taught residents how to identify and report conditions that are potential hazards and violate health or safety codes. Participants heard from the Fire Department, City Planning, and the Police Department. In addition, the City Attorney's office presented an excellent overview of Nuisance Abatement. Residents made commitments to share the information they learned with their neighbors and to report code violations to the appropriate agency. Health Code enforcement is the focus of the next scheduled training.

HERC Community Event

The Bayview Hunters Point Health and Environmental Resource Center (HERC) held its first community event, "Your Health is a Valuable Asset: Keep It", on June 17, 2000. It was an intergenerational event with two jumping chambers to occupy the children while adults listened to health updates. Five community agencies presented reports. The Bayview Hunters Point Coalition on the Environment gave an air quality report that identified some trouble spots that will be further evaluated.

Action Point Article

The Action Point Adherence Project is described in the May issue of the American Journal of Public Health. Preliminary results show that the HIV+, urban poor participants in the project have had a significant improvement in viral markers as well as improvement in housing and other social markers.

Resignation

Dr. Peter Forster resigned as Community Mental Health Services Medical Director effective July 15th. During Dr. Forster’s three-year tenure as Medical Director he provided a strong voice for San Francisco in state and national policy matters.

His enthusiasm for technology has been a bridge between clinical programs and information systems so that the management information systems would be more responsive to our needs. Dr. Forster oversaw the complex transition to a new pharmacy benefits company and he implemented the Access and Authorization functions of the managed care plan.

We will miss Peter both personally and for his contributions to our system. We wish him the best of luck on his entrepreneurial ventures in the technology world and expect that he will continue to be a strong voice for the care of the mentally ill.

I have assigned myself to serve as the Interim Mental Health Medical Director until we are able to fill the position permanently. I am looking forward to having direct contact with the physicians who oversee our mental health system.

Commissioner Parker stated he was present at the HERC event and expressed his confidence that the HERC will be successful. He also acknowledged the presence of Larry Meredith, Ph.D., and Bob Prentice, Ph.D., at the event.

5) PRESENTATION OF THE DEPARTMENT OF PUBLIC HEALTH EMPLOYEE RECOGNITION AWARDS FOR JUNE

6) UPDATE ON THE DEPARTMENT OF PUBLIC HEALTH STRATEGIC PLANNING INITIATIVE

Tangerine Brigham, Director of Policy and Planning, reviewed the recent strategic planning activities:

  • Proposed implementation guidelines
  • Proposed evaluation of strategic planning process
  • Recent community and staff meetings on strategic planning
  • An update of the strategic planning work plan, indicating progress to date. A copy of the update report is available at the Commission Office, 554-2666.

Commissioners’ Comments and Questions

  • How large would the implementation team be?
  • Appreciative of the detailed update and the creation of other settings for input into the planning process
  • Expressed concern on the timeframe to include public input on the proposed plan
  • Recommended that each Joint Conference Committee of the Commission discuss the proposed plan prior to going to the full Commission; each of the Divisions would integrate its planning into one whole Strategic Plan of the Department
  • Any capital improvement bond should be part of the Department’s Strategic Plan
  • The role of school-based clinics in any capital improvement bond should be included in the Strategic Plan
  • Evaluation of the cultural competency of the Department’s Civil Service programs should be incorporated into the Strategic Plan

President Guy encouraged the Department to inform the Commissioners at the Joint Conference Committees as issues emerge around the Strategic Plan.

7) CONSIDERATION OF A RESOLUTION FOR AN AMENDMENT TO REPEAL AND ADOPT A NEW SECTION 16.108 TO ESTABLISH A CHILDREN’S FUND TO EXPAND SERVICES FOR CHILDREN

Dr. Katz presented a proposed amendment to San Francisco’s Children’s Amendment, which funds various children’s programs from property tax revenue. He expressed his support for the amendment and recommended to the Commission to support the amendment to the Board of Supervisors and the voters in November 2000. He also commented that the new Charter Amendment sets out the roles and responsibilities very clearly; and pointed out there has been little controversy over the administration of these funds.

Dr. Katz acknowledged Mildred Crear, R.N., Director of Maternal, Child and Health Division, and Dr. Patricia Evans, Medical Director for MCAH.

Commissioners Chow and Sanchez pointed out the importance of moving ahead with the amendment and acknowledged the creation of the Department of Children, Youth and Their Families as an important step to prioritize children and youth.

Action Taken: The Commission (Guy, Umekubo, Chow, Monfredini, Parker and Sanchez) adopted Resolution #7-00, "Supporting the Continuation of San Francisco’s Children’s Amendment."
