Resolution:

Creating a Department of Public Health Reserve To Guard Against Future Funding Uncertainties, February 17, 1998

WHEREAS, in the past, revenues to the Department of Public Health have been volatile due to uncertainties of the State and Federal government programs and their rules for claiming and eligibility; and,

WHEREAS, the Department's reliance on City General Funds has been declining over time; and,

WHEREAS, the Department of Public Health is projecting a revenue surplus in the current fiscal year; and,

WHEREAS, the Department has recommended that a prudent Department of Public Health reserve be created to guard against uncertainties in revenues in subsequent years; and,

WHEREAS, surplus revenues could be used to establish a reserve fund; now, therefore, be it

RESOLVED that the Health Commission supports the use of current year surplus funds to protect the Department from funding uncertainties in future years; and, be it

FURTHER RESOLVED that the Health Commission supports the creation of a prudent revenue reserve for the Department of Public Health.
