Resolution:

Supporting a General Obligation Bond to Rebuild and Retrofit Laguna Honda Hospital, July 21, 1998

WHEREAS, the San Francisco Health Commission directed the Department of Public Health to develop a plan to respond in a timely way to the physical plant issues at Laguna Honda Hospital (Resolution #18-98); and,

WHEREAS, the need to rebuild Laguna Honda Hospital has grown even more acute with the recent reports of the Department of Justice and the Health Care Financing Administration (HCFA) which have been critical of the physical plant of Laguna Honda Hospital; and,

WHEREAS, projections show that the number of San Francisco residents who need long-term care will increase dramatically by the year 2010 and a plan is needed to meet this increased demand for long-term care; and,

WHEREAS, unless the physical plant issues at Laguna Honda Hospital are immediately addressed, continued reimbursement for resident care will be in jeopardy; now, therefore, be it

RESOLVED, that the San Francisco Health Commission supports the proposal of the Department of Public Health to build 1200 new beds on the grounds of Laguna Honda Hospital, and to retrofit Clarendon Hall to provide an additional 160 beds at a total cost of $502,515,000; and, be it

FURTHER RESOLVED, that the San Francisco Health Commission recommends to the Board of Supervisors and the Mayor to proceed with placing a general obligation bond on the November 1998 ballot.
