The Solid Waste Program regulates refuse collection and solid waste sites to protect public health, safety and well-being of our communities and environment from the impacts of solid waste management and disposal.

Yerba Buena Island Refuse Collection Route Permit Application Status Update

In September 2022, the San Francisco Department of Public Health (“Department”), announced the opportunity to apply for Refuse Collection Route Permit which would authorize a Collector to provide Services in a designated route on the Yerba Buena Island (hereinafter referred as designated route “97-YBI”). 97-YBI excludes Federal Facilities and City Facilities governed by the 1999 Federal Facilities Refuse Collection Permit Regulation and the Office of Contract Administration’s solicitation contracts, respectively. Required and minimum qualifications were set forth in the Notice of Refuse Collection Route Permit Application Opportunity.

Applications were accepted starting September 12, 2022 through October 31, 2022, by 5 p.m. Pacific Standard Time (PST) to be eligible for evaluation and consideration.

The Department provided answers to the 17 questions about the Permit Application that we received during the Q&A period 9/12/2022 - 9/22/2022.

Notice of Completed Application and Intent to Permit for Refuse Collection Route Permit 97-YBI

(Updated on December 16, 2022)

The Department completed the first and second stages of the refuse route permit evaluation process and on December 15, 2022 issued a notice of completed application and intent to permit, with the evaluation result.

A public hearing will be held only if requested by an interested party or the public or if the Director deems that a public hearing is in the public interest. The request must be made in writing within fifteen (15) days of the publication of this notice of completed application, which is by December 31, 2022, no later than 5:00 p.m. Pacific Standard Time (PST) and must be emailed to DPH-sfsolidwaste@sfdph.org.

Refuse Collection License and Permit

Prior to finalizing the Refuse Regulation, SFDPH considered public comments on the draft rules that were submitted during the comment period ending on December 29, 2021. On February 15, 2022, the Health Commission adopted the 2022 Refuse Collection Regulations which outline the procedures to license refuse collectors and permit certain designated refuse collection routes in the City and County of San Francisco.
